Maybe the two different times on the clock are like those watches that have two dials to keep track of the time in two different time zones.
I guess the question is which clock is correct, or could they both be wrong? They appear to be two hours apart, so if the correct time is the hour in between the two clocks, perhaps what happened is that when they were setting the clocks back one hour when dayliht savings time ended, someone moved the clock back on hour on one side and forward one hour on the other side.

Yes, the apartment is surrounded by churches (three) but the bells chime with moderation and not at night.
